regular hangs, dumpsys doesn't work

Description

Some recent change (between November 6th and today) broke a lot of things on
this machine. It regularly hangs when doing for example a quickworld and, when
breaking to debugger when that happens and issuing call dumpsys just hangs
dumpsys, too. I'd suspect something went wrong in the APIC_IO update, but I've
no evidence of that.

If you were not building with the APIC_IO option before then try using
    the loader tunable now to turn it off.

I've done that already. With APIC_IO the problem with AHCI I reported
months ago appears, so I disabled it straight ahead.
