Remove XIG X Server hack from kern_mmap()

Description

It seems that the XIG X Server wanted to be able to map /dev/mem MAP_PRIVATE, so
at securelevel < 1, root could MAP_PRIVATE character devs. This workaround is
marked 'this will have to go'; remove it.
