1.4RC2 installer fails to set timezone correctly

Description
I happened to notice that the installer timezone setup failed
to create /etc/wall_cmos_clock when I answered "is CMOS clock
set to UTC?" negatively.
Also, it'd be great if one could choose not to write an emoty
disklabel to the partition, but use an already existing label.
Other than that I think the installer is great. Good work!

yes, I also reported failure to set european city for timezone.

I think we have to release as-is. The installer integration, like the
pkgsrc integration, needs considerably more work then we have time for in
this release.
