Here's a patch that allows umct (USB<->RS232 adapter) to write to
devices that do not assert CTS. I found that these two requests were
necessary from the Linux source found here:

Heh.  Great.  Linux reverse engineered a windows driver and now
     we're copying their reverse engineering, and nobody knows what
     the commands actually do.  Sigh.
Ok.  In it goes.  If we hit any trouble we can quirk it.
