'New Issue' page has 'Private' field

Description
The New issue page has a 'private' field; I don't think we need it. We don't really have a notion of private bugs.

should be fixed now for everyone but administrators/managers. Can you confirm?

Actually I also removed the public/private setting permissions from managers now, too.
